allowed_login_list doesn't seem to work - all users are allowed to log in
also, it's unclear in which config section should it go - FAQ says its [KTerm], but in the sample config it's [KSession]
no information about config parsing is reflected in logs

The FAQ page is outdated, the allowed_login_list parameter is no longer in use
Have a look at this page for more info on how to allow/deny access
