I can use puTTY to make an SSH connection fine, but if I use something like Secure Netterm, I get invalid SSH exchange identification. Is there any configuration information I am missing. Secure Netterm gives a 60 day eval license

I usually recommend PuTTY as this is the client I use to test KTS. However KTS works fine with commercial ssh clients too(for ex. vandyke securecrt).
I tried to download the Secure Netterm from their site, but for whatever reason I got "rejected, connect support...".
If anyone could provide direct download link to the trial version I will give it a try, I can be contacted off the forum at support@kpym.com

You have to configure your client to use SSH v2, it is easier if you try password authentication first(you might have to force your client to use this as there are clients that will prefer publickey authentication)
once/if you get password authentication to work, you can continue to configure publickey authentication if you need this.

I got this working
First I setup new SSH-2 site

Then I had to add 3des-cbc to allowed encryption ciphers (Advanced > SSH Parameters > Move Up 3des-cbc)

And now Snetterm connects fine in terminal mode

However I'm unable to config snetterm to connect in SFTP mode as snetterm starts the sftp session from within running terminal session and KTS does not support this.
